Educational and scientific training of graduate students in the field of administrative law and administrative process has the main goal of developing scholars able to analyze in depth the legal phenomena and powers of public institutions to assess their practical application and participate in the improvement of administrative processes of various administrative levels.

One of the main tasks in the learning process is related to the relevance and application of scientific research, which is conducted by doctoral students. Gradually build skills in preparing graduate students to explore the matter of administrative law and administrative process by analyzing instruments issued in the administration and requires their thorough knowledge, proper guidance in the current scientific knowledge and administrative theory and practice, and the ability to perform benchmarking with international practices.

Competencies of Graduates:

- Ability to identify scientific issues arising from the development of administrative law and administrative process, both in theory and in practice as a starting point for research;
- Ability to master the scientific style of presentation (oral and written) and to state their thoughts coherent, logical and comprehensive;

- Ability to describe and communicate their research and accurately, clearly and concisely formulate the basic formulations and their possible applications;

-  To modify and create learning plans and programs in accordance with the objectives and tasks under specific teaching subjects in administrative law and administrative process in higher education and current societal needs;

- Ddrawing and reading applications, circuits, diagrams, etc.., Which illustrate, interpret and analyze the results in his study;

- Conscientiously citing foreign research and follow the rules of scientific ethics, creatively refers to research of other scientists;

-  A strict adherence to the requirements for publication of scientific articles, reports, reports, studies, etc.;

- To create professional contacts with colleagues and scientists from different countries and their interested with his studies; refer interested in international scientific exchange;

- Creative and constructive acceptance of critical notes and basing on them to further their scientific pursuits and research;

- To develop, improve and implement the scientific achievements of the theory in administrative law and administrative process in administrative and judicial practice;

- Proficiency classic and innovative methods and technologies of teaching in higher education, to address the psychological and communicative skills necessary for the formation of a creative personality of the teacher and accordingly improve their teaching practice and skills;

- Formation of skill to detect interactions, relationships and trends studied problems and use them in their research;

- Self-orientation in contemporary scientific and logical problems selecting those areas in which doctoral student should enhance

- The training should comply with the content of their  research.

In the curriculum of every student includes special methodological and language skills, which is realized through work and participation in related courses and the dissertation seminars.
Curricula are approved annually by the Faculty Council.

Each student and the tutor prepare an individual training plan, which is discussed in Department "Public Law and Public Management" and approval deciding upon approval by Faculty Council.

Examinations passed by the PhD students are determined by the individual plan for preparation  in accordance with the regulations existing and depende on the profile of their master's degree.
